How not to wash your hands
One of the first things we are taught as children, besides talking and walking, is how to wash our hands. The process is simple: first, roll up your sleeves, grab the soap, spread it over the hands, wet them, and scrub. Then dry them, period. Voila, clean hands.

This isn’t rocket science. But evidently, no one taught this person how to wash their hands as a child. All their clothes got wet, which is annoying. It won’t be pleasant to go about the rest of the day with soaking wet sleeves.
